Anyone know the name of this 80's movie?

I don't recall alot about this movie, just bits and pieces, and
haven't had much luck attempting to track it down. it's an 80's movie
I'm thinking it was a Kung Fu / Martial Arts movie. only parts that I
remember are as follows

a handful of people are on the run (i think it's a race to survive,
being hunted by men)
a good portion takes place in the mountains and woods
I remember 2 scenes overall. I recall 1 scene where the main guy is
crossing a long bridge going over a chasm in the mountains, and I
believve there's a guy shooting crossbow bolts at him behind, The
other scene, is theres this old town in the mountains that's
completely locked down (high fences, no gate) and its nothing but
mentally insane people, and the guys have to run through the town to
escape.
